October 18th, 2004 - The city council passes a number of routine ordinances, including one to establish and train an Equestrian Unit for the Waukegan Police Department. The general manager of the Genesee Theatre makes a presentation.
Judiciary Committee Routine ordinances and conditional use permits.
Public Works Committee Traffic lights, water treatment project, public works equipment.
Full Council Paid bills, passed resolutions, did not bring up anti-TOWN ordinance.

August 29th, 2004. A benefit concert for Habitat for Humanity was held at First Presbyterian Church of Waukegan by the talented violinist Nicholas Naegele, accompanied by pianist Beth Naegele. CDs of the performance will be available from the church. The program consisted of:

October 4, 2004 - The city council votes to hold over the anti-TOWN ordinance to next meeting after some heated wrangling. Also, further discussion about the feral cat situation in Waukegan, along with continued bitterness about the Genesee situation and various routine matters.

September 20, 2004 - The Judicary committee proposes an ordinance, passed by the full council, explicitly intended to interfere with the TOWN litigation program. They also vote to draft a redevelopment agreement requiring a $7.4 million TIF bond to support a new condo development at Washington and Sheridan Road.

Full Council Council unanimously votes to draft an ordinance interfering with TOWN litigation program, virtually without discussion. Votes for redevelopment agreement and $7.4 million TIF bond backing. Routine ordinances.
September 7, 2004 - The primary discussions of interest were the salary ordinance, along with seeking bids to demolish the News-Sun building. There was also discussion about noise issues by both the audience and the aldermen.
Public Safety Committee Discussion about ambulance fees, which will be raised 5% for residents, and to a flat $700 for non-residents.
Finance Committee Voted to seek bids to demolish the News-Sun building.
Full Council Several minor ordinances were passed, along with the salary ordinance to grant raises to non-union city employees and administration members.
August 16th, 2004 - This city council meeting deals with fairly routine financial matters, and a brief discussion of the SMG contract for managing the Genesee theatre. A real estate purchase was discussed in executive session.
Judiciary Committee Routine matters.
Public works Committee Discussion of an emergency lift replacement, and a grant to replace lights in traffic signals throughout the city.
Full Council Routine matters, including a sign ordinance variance and a brief discussion of the SMG contract.
