T.O.W.N.'s litigation program empowers residents of Waukegan and North Chicago to access the court system to rid their neighborhoods of blighted buildings, slum properties, and other public nuisances. Residents who are willing to step forward as plaintiffs in legal proceedings to clean up these nuisances are provided with legal counsel free of charge to them. T.O.W.N. further supports these plaintiffs by advancing all costs of suit.

To date, T.O.W.N. had enabled residents to bring approximately 150 of these legal proceedings to protect their neighborhoods. T.O.W.N. maintains a current inventory of about two dozen cases and facilitates the filing of new actions as others are successfully resolved.
