Tentative Timeline, continued

September 3, 2002

Thc city council approves additional no-bid purchases and/or restorations of 70 more chandeliers and sconces from New Metal Crafts, at a total cost of $228,440.

State Senator Link is later quoted in the media as saying that Mr. Shepardson bought over $1,000,000 in chandeliers and sconces for the theatre, and Steve Kolber is quoted as saying that over 200 lighting fixtures for the theatre had been obtained.


January 22, 2003


Despite the stricken section in its contract, Pickus furnishes the city with a payment bond to insure against the claims of subcontractors, but this bond does not insure Pickus' own faithful performance of the construction contract.


June of 2003


GSI is terminated by the city, without the city hiring a new architect to perform its crucial administrative oversight role.

Ray Shepardson, who is not an architect, remains on staff but is no longer affiliated with GSI.

Steve Kolber, an architect, also remains on staff as executive director, but not as the official architect for the project.

Pickus' construction work continues under a now apparently lapsed contract and without oversight by GSI or its replacement.

Alderman Balen later reveals at a city council meeting that the city wound up paying GSI $146,000, apparently to settle a breach of contract claim arising out of its termination by the city.


November 3, 2003


A cost overrun of some $8,000,000 to finish the Genesee Theatre renovation is disclosed at a city council meeting.

Steve Kolber reports that about $9,000,000 has been spent to date, and about $5,200,000 remains from a $12,000,000 bond issue earmarked for this project.

The city council passes a resolution to waive bids and enter into a second contract with Pickus to complete Genesee Theatre renovation at cost not to exceed $13,200,000.


Mid-January, 2004


The Board of the Friends of the Genesee, through its chair, State Senator Terry Link, announces the dismissal of three staff members involved in fund-raising and volunteer coordination.


February 4, 2004


TOWN submits its first FOIA request to review the Genesee Theatre paperwork, while Pickus continues its construction work without the new written contract authorized by the city.
