Tentative Timeline

July 16, 2001

The Waukegan City Council passes a resolution to approve a contract with GSI for the renovation of the Genesee Theatre.

The city council also approves a $100,000 no-bid purchase from Lou Bianchi of a grand chandelier for the theatre, subject to proper valuation certification.


July 31, 2001


The city enters into a contract and rider with GSI to serve as the architect for the Genesee Theatre renovation project.

The scope of the work is limited to the theatre space and does not include the renovation of upper floor space other than demolition.

The budget includes a total construction cost of $11,815,000 and a total design/architect fee of $2,150,000.

The project is to be fast-tracked in two phases, with Phase 1 to be completed by November 1, 2001, and Phase 2 to be completed by November 1, 2002.

The city's designated representative is Ray Vukovich, Director of Government Services, and GSI's designated representative is Ray Shepardson, a theatre developer who is not himself an architect.

GSI is to administer the project between the city and the contractor, from the award of the bid for construction to the final certification of payment.

GSI will review and certify all amounts due the contractor and issue periodic certificates of payment.

GSI will prepare any change orders or construction change directives for the city's approval.

GSI will receive from the contractor and provide to the city all sureties, waivers of liens, and indemnification bonds.

Project management by GSI includes the salaries of the executive director ($80,000), executive assistant ($30,000), development director ($60,000), and on-site coordinator ($60,000).

GSI will pay these salaries for one year or until the budgeted compensation is exhausted.

No change, modification, or waiver of any term of the contract is valid unless it is in writing and signed by the city and GSI.
